How many tenants can you have in an HDB flat?

4 in a 1- or 2-room flat, 6 in a 3-room flat, and 8 in a 4-room or bigger flat until 31 December 2028, unless all the tenants renting the whole flat are from the same family unit.

The HDB caps do not apply when all the tenants renting the whole flat are from the same family unit. URA counts unrelated persons, and domestic helpers count as part of the family unit.

Renting out bedrooms while you live in the flat is counted differently: that cap counts everyone in the flat (flat owner, authorised occupiers, tenants), not just the tenants. HDB · Eligibility for renting out bedrooms

Guides around the web still print 31 December 2026 as the end of the eight-person relaxation for larger private homes. URA's own page says otherwise: the relaxation runs until 31 December 2028, it applies only to private homes of at least 90 sqm, and the owner must register the property with URA first, with a S$20 fee, to qualify at all.

From 22 Jan 2024 till 31 Dec 2028, there will be a temporary relaxation of the occupancy cap to allow up to eight individuals. This is applicable only to larger private residential properties of at least 90sqm strata / lot area. Owners of eligible properties must first register their property, together with payment of a $20 registration fee, to qualify for the higher occupancy cap.

The HDB side moves on the same date: the 8-tenant cap for 4-room and bigger flats reverts to 6 for rental periods extending beyond 31 December 2028.
